Procedure – Physical Education Mastery-Based Credit
Demonstrating Mastery/Proficiency in Physical Education
Waiver/Excusal
Students may be excused from one-half credit (.5) of physical education per semester. Students who are excused from physical education credits pursuant to RCW 28A.230.050 must still demonstrate sufficient proficiency in physical education knowledge. Students may demonstrate sufficient proficiency as follows:
The student must meet proficiency/mastery at 70% or higher in one of the following:
- OSPI-developed fitness assessment: Concepts of Health and Fitness or other OSPI developed competency assessment
- District-approved fitness plan/portfolio
- District-approved cognitive assessment on fitness education
Mastery Based Credit
The district will manage the assessment process so that students seeking mastery -based credit can demonstrate mastery/proficiency in physical education knowledge. Students may obtain up to 1.0 credit of Physical Education by demonstrating sufficient mastery as follows:
First .5 Credit:
- The student must meet proficiency/mastery at 70% or higher on the OSPI-developed fitness assessment Concepts of Health and Fitness or other OSPI developed competency assessment
- The student must document a minimum of 80 hours participation in directed athletics
Second .5 Credit:
- The student must meet proficiency/mastery at 70% or higher in one of the following:

- District-approved cognitive assessment on fitness education
- The student must document a minimum of 80 hours participate in directed athletics
The district collects and annually reviews disaggregated data to see which subgroups of students are receiving mastery-based credit. If disproportionality is found, the district takes appropriate actions to ensure equitable access to these crediting opportunities.
